Delays and Rescheduling: What to Do When Flights and High-Speed Trains Have Problems

The on-time rate of flights in China significantly decreases in summer and winter. This article explains the rights during delays, the practical procedures for rescheduling and refunding tickets, and preventive measures.

First, Look at the Probabilities

  • Flights: The on-time rate of domestic flights in China is about 75–85%. It drops significantly during summer thunderstorms (June–August) and winter fog, smog, or snow days (December–February). Delays are most common at the four major hubs: Beijing, Shanghai, Guangzhou, and Shenzhen.
  • High-speed Rail: Extremely high on-time rate (over 95%), but service may be suspended during extreme weather (typhoons, heavy snow).

Prevention

  • Choose early flights: Delays at Chinese airports tend to accumulate, and flights from 6–8 a.m. have the highest on-time rates; the later the flight, the worse it tends to be.
  • Do not schedule important events on the arrival day: Schedule only rest on the arrival day; this is a basic rule of itinerary design.
  • Allow enough transfer time: For domestic-to-international transfers, allow more than 3 hours; for transfers between airports, allow 4–5 hours.
  • Buy delay insurance: Most insurance policies and some credit cards provide this; the claims process for flight delay insurance in China is already quite smooth.

When Delays Occur

Flights

  1. Confirm the source of information: Only rely on the airline’s official app, SMS, or airport announcements; do not believe third-party reporting.
  2. Rebook immediately: Once a delay is confirmed, rebook another flight through the app as soon as possible; the sooner you choose, the more options available. Waiting until you are at the airport often leaves only late flights.
  3. Rights: If a delay is caused by the airline and exceeds 4 hours, most airlines provide meals and accommodation; for force majeure events (weather), they usually only assist with arrangements, no compensation.
  4. Delay certificate: Request a "Flight Delay Certificate" from the airline; it is required for insurance claims.
  5. Complaints: Civil Aviation Service Quality Supervision hot line in China 12326.

High-speed Rail

  1. If the train is canceled, you can get a full refund on 12306 (including already issued paper tickets, which need to be processed at the window).
  2. If you miss a train, you can rebook another train on the same day within 2 hours after departure.
  3. Typhoons and heavy snow suspensions will be announced in advance, so pay attention to the announcements on 12306 and at stations.

Refund and Change Rules

High-speed Rail

  • More than 8 days before driving: no handling fee.
  • More than 48 hours: 5%.
  • 24–48 hours: 10%.
  • Within 24 hours: 20%.

Flights

  • Varies greatly by airline; generally, ticket cancellation more than 24 hours before departure incurs a fee of 5–20%, within 24 hours 20–50%.
  • Special fare tickets (below 30–40% of regular price) are often non-refundable and non-changeable; check carefully when purchasing.

Practical Tips

  • Keep flexibility in your schedule: schedule return flights for the evening of the last day, not the afternoon.
  • Arrive one day before important milestones: if catching an international flight or attending an important event, arrive in the hub city one day in advance.
  • Backup plan: check the high-speed rail schedule on the same route; if the flight is canceled, high-speed rail is often a more reliable alternative (e.g., Beijing–Shanghai 4.5 hours).
  • Overnight at the airport: Beijing Capital, Shanghai Pudong, and Guangzhou Baiyun all have pay-per-use lounges and nearby hotels (most provide shuttle service).
